DOCS 'not to blame' for rise in child deaths

More than 150 children known to the Department of Community Services died last year, but child welfare groups say it is not just the department that should be blamed.

The shocking figures have been brought up at a budget estimates hearing, with 156 children known to DOCS dying in 2007, compared to 114 the year before.

The Opposition has demanding a Royal Commission but Andrew McAllum from the Australian Children’s Welfare Agency says there are other angles to take.

“Outrage is one thing, to do something about it is another,” Mr McAllum said.

“I think we need to make sure that we just don’t think all the problems are actually DOCS’s problems.

“There are community problems. Are there other services that could have been put in play.

“What’s the role of health? What’s the role of education? What’s the role of housing?”

I agree - there are so many other factors that come into. I think a great starting ground would be schools. Most children attend schools and the public system as paid for by tax payers should be able to offer the kids so much more. For instance more training for teachers to identify and deal with at risk kids - less admin and more hands on. Schools could also provide services for parents eg volunteer work opportunities to learn and build skills self esteem etc. There is so much that can be done.

What rot! DoCS failed these kids without a shadow of doubt. Given that Wood has not released the 600+ obviously damning reports, and the CDRT has released the reports early therefore only 11 months figures are available. Suspect stuff all round!

That's all just crap, DOCS should bear the responsibility that the number of death had raised. They abused their power to take other kids away without proper reasons and investigation, I have been taken away from home by DOCS, trust me, many other kids want to go home too. I have even seen a lot of kids running away to go home. I ran away too, and DOCS call us and tell me that If i don't return to the foster carer, they will call the police and take me away. That is abuse of power.

BS & Cathy your comments are worth GOLD - it's the truth that gets covered up! It's about time a lot of people started to realise this is serious - there is just too much being covered up and not enough questions being asked when these matters are reported by many including employees - the whole dept needs a complete shake up starting from the top down!The people who work in HO and Regional Offices cover it all up that wll it doesn't reach the right people to have it exposed!

Rubbish! of course DOCS are to blame-how dare they neglect children who have been reported in the system - Dean Shillingsworth and Shellay Ward were just two (how many others were ignored) - just more cover up - the Wood Inquiry still isn't finalised continual delays and yet the children keep dying-how many since the inquiry began-there is a petition signed by more than 3000 some by ex-employees and others who know what happens in DOCS;the appalling way in which people who report neglect a treated by the dept should also be investigated -a dysfunctional dept looking after dysfunctional families!It's the system which allows for this to occur.If something like the HEINER affair can be covered up how well is the cover-up in this dept!People are just too gullible if they feel DOCS aren't to blame - their core responsibility is the protection of children not arranging their next weekend out boozing or wanting to know what other professional is interested in them(and it happens instead of wo

instead of working with the families and assisting them if they are dysfunctional-just too difficult)! There needs to be an appropriate inquiry but none of this is happening-pedopiles in the system being covered up and not sacked -but retired medically which enables them to then access their super-something like the Sleeping Judge who fell asleep during trials-instead of getting the sack for incompetence he too was retired through this same medical retirment process!

who needs docs. The carers are all about money. the children doesn't get treated properly if school is the cause of death, why is other kids from the same school fine? why can't all the kids stay home?

Abuse of children has tripled since the last report in 1997....Nothing was done then, nothing will be done now. Bureaucracy and pencil pushers govern life and death for some of these children. Until they clean the whole Dept out and start afresh, with the prime concern being the protection, at all costs , of children in danger, they will continue to die. No one in any Government has the guts to do what needs to be done.

of course they dont susan. when ringing about one child, after hours on the help line, which you have to ring to report. you then have phone the person who gets the report. they have a meeting to decide who gets it. and then only if its deemed important enough. then if that person goes on holidays or goes to another town, well then it gets moved again, this can go on and on before anything is done. also the manager can go missing in action. the paper trail is horrid,

cont; the needs of the child are the last thing on these peoples minds. in the mean time you watch the child you reported continue to get neglected, you are tempted to take matters into your own hands but you know if you do you will end up with the police on your doorstep and being charged with kidnapping. so you continue with your phonecalls to docs. and to the school, hoping that someone will finally get through and that someone will finally help the children. because your hands are tied.

I have just written an open letter to DOCs on my site www.thebloggerator.com I have posted a copy of this letter to 13 people I deem responsible for the day to day running of the DOCs debaucle. This is a contentious issue and it seems that the powers that be are more concerned with their own political agendas than Australia's children. I have heard and experienced first hand some horror stories. Sad days indeed

So a thousand preventable deaths in a decade lead to THAT report. What price a human life? Guess we couldn’t expect any more given that Wood opened his inquiry with the comforting words that no one would be held personally responsible. I wonder what he would think if it was a thousand social workers who died preventable in the same decade. Another sad day for the tenets of justice and accountability in this country. No I understand why no one was required to give evidence under oath!
