Teenagers have been given advice on how to use the drug speed, during a NSW Government sponsored program.

Among the tips in a 35 page booklet, is to find a regular dealer and if using a new batch of the drug, to try a little at first.

It also said to make sure you leave time to 'come down' so the drug use didn't interfere with school and work.

The booklet named 'A users guide to speed,' is alleged to have been distributed by independent body, the National Drugs and Alcohol Research Council (NDARC).

The state government insists they had nothing to do with it, and they are investigating the incident.

NSW Health Minister John Della Bosca has told 2GB’s Alan Jones he's disappointed it's been handed out, but insists the Government isn't to blame.

“It certainly doesn’t convey our views… its distribution is unauthorised, certainly not in keeping in the spirit of the event which I think overwhelmingly was an event which was highly successful in communicating appropriate messages about drug and alcohol use.”

The booklet is believed to have been distributed to over 100 year eight students and parents who attended the anti-drug program near Newcastle over a week ago.

What a stupid stupid thing to do, once again it is not Della Bosca's fault but they had to have permission to hand them out. Who paid for them. Do these idiots know what speed or any drug does or are they on them themselves, must be to do such a stupid thing. There should be a zero tolerance to any drug. Jan

"This is unbelievable no one has the right to tell my child how to use drugs". How stupid are you making comments like that. Do you think your child wont try drugs if this information booklet wasn't published? Do you think with the internet and other media that this information is not at everyones fingertips? Are you going to home school them as well because they will learn more than that in any lunchtime at least this information is accurate.

This is the same crap churning over again, there was a previous pamphlet out there last year and was taken away immediately when Sydney Area Health were circulating it, how dumb are these politicians! Why because the dopey morons are continually changing porfolios and have no idea from day one what their responsibilities are, the pathetic Reba Meagher was in power previously when this happened and now Della Bosca..he should have been given the sack over the iguana-gate affair!

Of course John Della Bosca isn't to blame for the distribution of this pamphlet. Or for anything that happened at Iguanas. Or for anything else, real or imagination, past present or future. Nathan Rees needs the support of Della Bosca to stay in power. That the government even thinks about funding programs that result in the distribution of pamphlets like these says a lot about their standards. Drugs in any form should be a no go zone, and governments of all persuasions should amplify that view.

Who gave permission for my tax payments to be used for World Youth Day Celebrations? There is education on safe sex and if you are going to do it use a condom. This is the same. No matter how much people don't want it to be a fact it is happening. We might as well let them know if they are going to do it what to look out for. Orlando B

The National Drug and Alcohol Research Centre (NDARC) was established at the University of New South Wales in May, 1986 and officially opened in November, 1987. It is funded by the Australian Government as part of the National Drug Strategy (formerly, the National Campaign Against Drug Abuse). NDARC is situated on the University of New South Wales Randwick campus in the eastern suburbs of Sydney. http://ndarc.med.unsw.edu.au/ John Della Bosca cannot deny that this lot is not funded by the his govt and therefore he bears responsibility for this. There is nothing independent that doesn't get funded by the taxpayer. Are we to believe this bull from Della Bosca. The buck stops with this GOVT includng an explanation to the taxpayer.

Dont be so naive!! Obviously the whole 'war on drugs' concept is not working, drugs are still everywhere in today's society, and the youth of today are not going to stop taking drugs just because everyone tells them not to! This pamphlet is not trying to encourage drug use, but to take a harm minimisation approach. The truth is that if kids are going to take drugs then thats that, and rather than making futile attempts to stop them we may as well try to ensure that nobody gets hurt.
